No Charges Recommended by Oklahoma County Grand Jury in Use-Of-Force Cases

OKLAHOMA CITY – This week, an Oklahoma County Grand Jury reviewed two metro-area use-of-force cases that resulted in the deaths of two men. In both cases, grand jurors recommended that charges should not be filed against the officers involved. 

On November 3, 2025, at approximately 8:30 p.m., Midwest City Police were notified a man was robbed of his vehicle in Harrah after he was assaulted with a metal pipe. Officers located the vehicle on S. Sooner Road in Midwest City and attempted to stop the vehicle. The suspect, Brice Edwards, refused to stop and led officers on a pursuit at times up to 85 miles per hour. The pursuit ended around the 8500 block of SE 15th Street after an officer performed a Tactical Vehicle Intervention to stop the pursuit. Edwards’ vehicle struck another vehicle that was stopped on SE 15th Street and the chase ended. Edwards died as a result of the collision. The other driver had minor injuries. 

The Grand Jury heard testimony from three witnesses and received and reviewed 17 exhibits. Jurors deliberated and determined it was a no bill against the Midwest City Police officer involved. This means charges will not be filed. 

The second case involves the death of Jason Redshirt. Shortly after 3 a.m. on September 24, 2025, Oklahoma City police responded to a disturbance in the 3000 block of SW 64th Terrace. An officer found Redshirt outside a residence causing a disturbance and attempted to deescalate the situation. Redshirt yelled, cursed, and used racial slurs toward the officer before advancing aggressively, prompting the officer to use pepper spray. Redshirt then retreated into a nearby residence and threw a wooden board, striking the officer. After he threw a large piece of cemented bricks, the officer, facing continued threats from Redshirt’s attempts to throw dangerous objects, was forced to shoot him. 

Officers then rendered aid to Redshirt until paramedics arrived and transported him to an area hospital. Redshirt ultimately died from his injuries. 

In this case, jurors heard testimony from two witnesses and received and reviewed 32 items of evidence including body-worn camera video, surveillance video and crime scene photos. After deliberating, jurors concluded this was a no bill against the officer involved. 

ABOUT THE GRAND JURY 

The Oklahoma County Grand Jury was convened in May 2025. The Grand Jury is composed of citizens from Oklahoma County who are selected to review evidence presented to them by legal advisors who are prosecutors from the Oklahoma County District Attorney’s Office. The primary role of the Grand Jury is to determine whether there is sufficient evidence to file charges. 

Grand Jury proceedings are confidential by law. Title 21 § 583 states: 

Every grand juror, district attorney, clerk, judge or other officer who, except when required by a court, willfully discloses any evidence adduced before the grant jury or anything which he himself or any member of the grand jury may have said, or in what manner any grand juror may have voted on a matter before him, is guilty of a misdemeanor.”
