The County Treasurer is an elected constitutional officer with a 4-year term whose primary function is to collect taxes certified by the County Assessor from the assessment valuations placed on real estate, personal property, and public utilities in the County. After collection, the Treasurer disburses the moneys to the county, cities, towns and schools according to budgets approved by the County Budget Board. The County Treasurer is the official custodian of all funds for the County and Treasurer for schools and vo-tech institutions that do not have their own treasurer. All warrants and vouchers for all County departments are registered and maintained through the Treasurer's office.

COUNTY OWNED PROPERTY ACQUIRED AT RESALE

The Oklahoma County properties listed herein were initially in our resale auction that we conduct every year for nonpayment of taxes. Any property not purchased at the resale auction, by default, then becomes Oklahoma County owned property acquired at resale according to Oklahoma State Statute 68 § 3135. By state law, these properties are also maintained through Oklahoma County. Once the County owns these properties, they can be purchased by the public through a bidding process.

* This is a BUYER BEWARE sale. The buyer assumes all responsibility and liability upon the purchase of these properties. Some Federal, State and City liens may still exist and be valid against the property. Each bidder should research the records and inspect the property which they are considering prior to entering a bid.

  • How does the mortgage tax filing process work?

Before a mortgage can be filed in the clerk's office, it must have a certification on it from the treasurer's office showing that mortgage tax has been paid on the instrument. The amount and length of a mortgage determine the amount of mortgage tax that must be paid. In addition to mortgage tax, there is also a $5.00 certification fee due to the treasurer.

  • What is a certification fee?

For any original mortgage,extension,modification,refiling mortgage for any reason or tax exempt co. etc. a $5.00 fee has to be paid to the county treasurer.

  • Who should I call for questions related to mortgage tax?

You can call the Oklahoma county treasurer (Cashier's Office)  at 405-713-1311 for questions related to mortgage tax or certification fee.

  • How do I pay the mortgage tax and certification fees?

The checks for the Mortgage tax and the Certification fee are made payable to the Oklahoma County Treasurer. 

Note: The tax and fee can be paid in one check but they have to be separate from the county clerks filing fees.

  • What are the forms that needs to be submitted?

You will have to download and complete two forms (Mortgage Tax Affidavit and Information Sheet) associated with the mortgage tax. The forms are available in the forms section above.

Assessment Value Information

The Oklahoma County Assessor determines property values and provides notification of valuation. If you have any questions concerning your assessment, please contact the County Assessor's Office at 405-713-1200.

Interest

Failure to receive a statement is not a legal reason for waiving interest. The Treasurer must assess interest on all delinquent payments at a rate of 18% per year, added monthly on the 15th day of each month, at a rate of 1.5%.

Mortgages

If your mortgage company is responsible for payment of your real estate taxes, as soon as we receive payment and post your account, it will immediately reflect paid on our web site. Most mortgage companies use a third party tax service company. This means your mortgage company remits payment to the tax service company who in turn submits payment to us for all mortgage companies they service.

If your tax does not show paid and your mortgage company states they remitted payment for your taxes most likely the payment went to a tax service.

New Ownership

If you are a new owner of a property, you should contact the County Assessor's office with the correct address to send the statement before September 30. As they will certify the accounts to our office on October 1.

Payment Schedule

Your property taxes may be paid in full or in 2 installments. The one half or the full amount must be paid by December 31st. If nothing is paid by December 31st, then the full amount becomes delinquent January 1st and interest is added.

We can not accept first half payment after the December 31st due date. If you choose to pay the first half payment on December 31st, then the last half becomes due on March 31st.

Credit Card

  • We can accept payment of taxes by credit card but it must be over the Internet (not our rule.) While there is a convenience fee for this service, Oklahoma County does not receive any of this fee.
  • If you wish to search for property or pay your taxes online you may use the Oklahoma County Property Search.
  • If you wish to use the Internet credit card payment option but you do not have access to the Internet, you can come to our office where we have a computer for public use. The County Treasurer's Office is located at:

Electronic Check(E-check)

  • If you want to pay through the E-Check option a $1.75 service fee will be charged by Forte for the following payment types: Current Taxes; Delinquent Tax Paid; Special Assessments.
  • Each returned transaction will be charged a return fee of $4.50 by Forte for insufficient and uncollected funds.
  • A return check fee of $35 will be due to the Treasurer.

JUNE RESALE INSTRUCTIONS / GUIDELINES

ALL RESALE BIDDERS MUST BE 18 YEARS OF AGE OR OLDER, IN ORDER TO BID ON PROPERTY.  THE RESALE IS A BUYER BEWARE SALE!

SALE INFORMATION

Beginning Monday, June 10, 2024, between the hours of 8:00 am and 5:00 pm on Monday (Exact time to be determined by County Treasurer) and continuing from day to day thereafter between the hours of 8:00 am and 5:00 pm, until said sale has been completed according to law. Sale will be held at Oklahoma County Election Board, 4201 N. Lincoln Blvd., Oklahoma City, Oklahoma.

 

REGISTRATION OPTIONS

  • Pre-Registration - Treasurer’s Office - May 9 through June 7, 2024 from 7:00 am until 5:00 pm
  • On-site Registration - Oklahoma County Election Board - starting June 10, 2024 from 7:30 am until 5:00 pm

Bidders can pre-register in the County Treasurer’s Office May 9 thru June 7, 2024.  We will accept cash to be placed on trust deposit in our office during pre-registration. If you pre-register you will be given your bidder card at the actual resale.  On June 10, 2024, registration will continue at the sale location beginning at 7:30 am

 

Effective November 1, 2023

PURSUANT TO 60 O.S. SS 121:

ANY DEED RECORDED WITH A COUNTY CLERK SHALL INCLUDE AS AN EXHIBIT TO THE DEED AN AFFIDAVIT EXECUTED BY THE PERSON OR ENTITY COMING INTO TITLE ATTESTING THAT THE PERSON, BUSINESS ENTITY, OR TRUST IS OBTAINING THE LAND IN COMPLIANCE WITH THE REQUIREMENTS OF THIS SECTION AND THAT NO FUNDING SOURCE IS BEING USED IN THE SALE OR TRANSFER IN VIOLATION OF THIS SECTION OR ANY OTHER STATE OR FEDERAL LAW. A COUNTY CLERK SHALL NOT ACCEPT AND RECORD ANY DEED WITHOUT AN AFFIDAVIT AS REQUIRED BY THIS SECTION.

 

We will now require the Registered bidder to fill out one of the three affidavits for every property purchased during the resale.

The three types of affidavits are: AFFIDAVIT OF BUSINESS OR TRUST; INDIVIDUAL; OR EXEMPT BUSINESS OR TRUST. Due to this new procedure, there will be a delay in getting the Resale Deeds filed.

 

THE ADDRESS LISTED ON THE TAX ROLLS MAY NOT BE THE ADDRESS OF THE PROPERTY BEING SOLD. WE SELL PROPERTY BY THE LEGAL DESCRIPTION.

 

1. YOU MUST HAVE CASH AT THE TIME OF THE SALE. YOU CAN NOT LEAVE TO GO GET CASH.  YOU CAN PUT MONEY ON TRUST AT THE LUNCH BREAK AT 12:00 AND AT THE END OF THE SALE EACH DAY AT 5:00. THE ROOM MUST BE CLEARED EACH DAY AS SOON AS POSSIBLE AT 12:00 AND 5:00. If you place funds on Trust, please be aware you will be getting a refund check for any unused funds ONCE the sale is completed and balanced. This process takes one week from completed sale date.

 

2. The Resale will continue from day to day between the hours of 8:00 am and 5:00 pm on Monday (Exact time to be determined by County Treasurer) and continuing from day to day thereafter between the hours of 8:00 am and 5:00 pm, until said sale has been completed according to law, recessing each day for lunch at 12:00 pm to 1:30 pm.

 

3. A business entity purchasing a property at the resale must be organized under the laws of one of the 50 states of the United States of America. Otherwise the registrations must be completed in the name of an individual. Documentation must be provided at time of registration. The documentation presented will be kept by our office. Everyone that is bidding for a company, firm or a corporation must register their name as bidding for the company, firm, corporation etc.

 

4. All Successful Bids include the amount bid and any cost, abstract fee, and Resale advertising.  Once property is auctioned off, sale will stop. The bidder then pays for property by cash.  The sale of property will continue once all transactions are complete.

 

5. Deeds on Property sold will be sent to the successful bidder after the same has been filed with the Registrar of Deeds in the County Clerk's Office. The Treasurer shall collect $10.00 for each deed issued and an additional filing fee of $22.00. Receipt must be submitted to the County Treasurer’s Office before the recorded deed will be given. 

    

6. All property must be sold for a sum not less than two-thirds of the assessed value of such real estate as fixed for the current fiscal year, or for the total amount of taxes, penalties, interest and cost due on such property, whichever is the lesser. However, all statutory fees, costs due to advertising, abstracting and treasurer's cost will be included in the final bid.  If  there is no bid, a deed will be issued to the County, but the County cannot bid.

 

7. Bids can be increased at a minimum of $100.00 increments only.

 

**8. This is a buyer beware sale. A tax deed is not a warranty deed and the County does not warrant title to any property sold.  The buyer assumes all responsibility and liability upon the purchase of these properties. While it is the decision  of each buyer, each purchaser should give consideration to the filing of a quiet title action in District Court in order to ensure a more marketable title. Each buyer needs to beware some Federal, State and City liens may still exist and be valid against the property. Each bidder should research the records and inspect the property which they are considering prior to entering a bid. A copy of OHCA Lien list is available upon request.

 

9. The County Treasurer's primary function is tax collection.  We make every effort to see that Tax Deeds are issued in accordance with the Statutes, but the buyer assumes all responsibility and liability on purchase. BUYER BEWARE.

 

10. All property, although listed by publication for sale, upon which the taxes have been paid will not be called. Bidding will

open and properties as listed in the newspaper will be sold in account number order.

Systems Used

Approximately 95% of the tax collections are made by mail through an automated system that allows a faster and more accurate processing of payments and provides a daily balance and audit record. These records are backed up by magnetic tape, which is stored in an off-site vault for security purposes. Tax collections are balanced on a daily, monthly, and year-to-date basis, which allows the investment of funds to be made with more accuracy. All special assessments, such as sewer, water, weed, cleaning, paving, and nuisance abatement taxes that are originally assessed by cities and towns in the County are certified to the County Treasurer for collection after they have become delinquent. They are placed as a lien on the real estate property account of the taxpayer.

Property Management

The Treasurer's office also manages County-owned property acquired at the annual sales of real estate for delinquent taxes. The Treasurer also may sell these pieces of property, upon approval of the Board of County Commissioners.
