The Oklahoma County Clerk is responsible for making disbursements to all vendors for purchasing of materials utilized by Oklahoma County employees in their daily work at the County Courthouse and other County facilities. The Oklahoma County Accounts Payable office processes approximately 500 to 600 remittances for vendor invoices each and every week. The Board of County Commissioner's must approve all disbursements prior to the distribution to the intended vendor.
Accounts Receivable is where the public comes to pick up checks written by the county. On a monthly basis we distribute approximately 1,800 payroll checks to employees, 213 checks to retirees, and a large number of vendor checks. At the beginning of the year Accounts Receivable distributes W-2 information to employees and 1099 forms to vendors. The County Clerk is the service agent for the county, so all tort claims and litigation filed against the county are served on the county through Accounts Receivable. We collect the fees from the County Clerk filing offices on a daily basis, reconcile the amounts and then file the daily deposit with the Treasurer's Office. Likewise, any refunds needing to be made are written by Accounts Receivable.
Local government entities and boards in order to comply with the Open Meetings Act are required to file notices of their regularly scheduled meetings annually, and then any special meetings throughout the year. They also are required to file their list of fees for providing information under the Open Records Act.
Other miscellaneous documents are filed at Accounts Receivable, include non-coal mining applications for public review and county election results.

The Office of Registrar of Deeds is vitally important to the ownership of real properties within Oklahoma County. It is the repository of all real property title and lien documents in the county and provides the historic record of ownership of each tract of land. All legal instruments, including plat maps, deeds, mortgages, oil and gas leases, tax liens, and military discharge papers, filed with the county by private citizens and public officials are preserved by the county clerk. Complete written records are kept of all real estate transactions within the County of Oklahoma from the first patents, as granted by the United States Government; on through the territorial days and until the present time.
The office of Registrar of Deeds was historically an elective office of the county; but, by legislative act, the office was combined with that of county clerk, who is now the ex-officio Registrar of Deeds and is charged with the duties and functions of this office, which include maintaining the following:

The office of the Oklahoma County Clerk has won national acclaim for its efficient operation through the use of the most modern equipment and methods available. The Photostat system of recording, and the use of microfilm, in its day the most efficient system available, have been enhanced with the addition of electronic document imaging as a method of preserving records. The new Electronic Document Management System (EDMS) developed specifically for and installed in the Registrar of Deeds and the Uniform Commercial Code areas of the Oklahoma County Clerk's office was selected as one of the top three systems in the nation at the Industry Solutions Awards presentation at the Knowledge Management Expo'98 in Chicago.

The Oklahoma Legislature passed legislation as of July 1, 1997, which established requirements for documents accepted for filing in all County Clerk offices in Oklahoma. The purpose of the law is to provide sufficient space on the face of each document for the necessary recording information, documentary stamps and mortgage tax stamps which may be required, without covering other information. This amended the Oklahoma State Statutes pertaining to recordable instruments. For complete information, consult 16 O.S. Section 28, 19 O.S. Section 291 through 298 and 28 O.S. Section 32 in the 1997 Supplement.
According to the 1997 Supplement to the Oklahoma State Statutes, all instruments submitted for recording must conform to the following requirements:
As of January 1, 1998, if the instrument does not meet these requirements, nonconforming fees may be assessed for recording of $25 for the first page and $10 for each page thereafter. If the document meets all requirements with the exception of the space available for recording information, you may add an extra page to conform the instrument. In such cases, the charge for all pages is the regular fee. If the document is nonconforming for other reasons in addition to the space requirement, an extra page may be added to provide space and all pages will be filed at the nonconforming fee. All documents accepted for filing, including all documents filed before the effective date of this act, shall be deemed to comply with the requirements of this section and, except as otherwise provided by law, impart constructive notice of the contents of such document to third parties unless a person claiming adversely to any such document files an affidavit setting forth the basis of such claim in the office of the county clerk of the county where the property is located within six (6) months from the effective date of this act.

Section 1-9-523 of Title 12A is as follows:

According to O.S. Title 68, Subsection 3403 through Subsection 3406, the County Clerk of Oklahoma County “shall cause the notice to be marked, held and indexed in accordance with the provisions of Subsection 4 of Section 9-403 of Title 12-A of the Oklahoma Statutes as if the notice were a financing statement with the meaning of the Uniform Commercial Code.” The expiration term for an IRS lien is ten years unless released by the United States Internal Revenue Service. Upon request, the filing officer shall furnish a copy of any notice of federal lien, or notice or certificate affecting a federal lien, for a fee of One Dollar ($1.00) per page.

Processing and maintaining UCC filings is one of several major functions of the Oklahoma County Clerk. These filings are made by creditors to declare and evidence the interest of the creditor in the personal property and/or fixtures of a debtor used as collateral for a secured transaction (such as a loan). Currently, most UCC filings in the State of Oklahoma are filed with the Oklahoma County Clerk's Office, which serves as a centralized and exclusive filing locations for the State of Oklahoma.
Article 9 of the UCC introduced a new concept covering the range of transactions in which debts are secured by personal property. It superseded existing legislation dealing with such security devices as chattel mortgages, conditional sales, trust receipts, factors liens, and assignments of accounts receivable. The filing of a UCC-1, Financing Statement, eliminates the necessity of filing such security agreements and the confidential information, including amount, terms of payment, interest rates, etc. with respect to personal property or fixtures.
The proper place to file a financing statement in order to perfect a security interest is the UCC Central Filing Office, located in the Offices of the Oklahoma County Clerk. Transmitting Utilities and EFS Forms are filed at the Secretary of State. In the case of goods which are to become fixtures, the filing must be done in the same office where a mortgage on the real estate would be filed. However, if the debtor is a consumer and the collateral is consumer goods or if the debtor is a farmer with farm products as collateral or accounts arising from the sale of farm products, the filing must occur in the Oklahoma County central filing office.
The administrative policy of the UCC central filing office of Oklahoma County is to accept all financing statements substantially complying with Oklahoma Statutes 2001 Title 12A § 1-9-501 through § 1-9-527 and accompanied by the proper filing fee. Title 12A Oklahoma Statutes 2001 Section 9, Part 5, sets forth all duties of the filing officer and the fees to be charged for filings and information. It also set forth the provisions for obtaining information from the Oklahoma UCC central filing office. In addition, Part 5 of Article 9 indicates the proper place of filing, what constitutes a filing, the formal requisites of a financing statement, the duration of filing, the effect of lapsed filing, the assignment of security interests and the release of collateral.
